He can't have it both ways!Talk to him, if you're suspecting him of wanting to be with you're best friend then he can't be doing a very nice job of being you're boyfrind!Or maybe you have a problem with you're own confidence and you just suspect this without good reason. If you're happy in you're relationship and he says he wants to be with you then great but if he'd rather be with you're best friend then i'd keep him and her out of you're life , you deserve better!
