He wont think your a flirt, jst start talking to him and see what happens... As i said, get friendly with him and soon you'll find out if he likes you or not..
If you want to be noticed you gotta announce yourself..

Hey there, this feels a little to familiar to me.. I once knew a girl in high school who i had a complete crush on. She talked to me a few times but my shyness got the better of me and the worst thing i ever did was to not talk to her first... Guys can usually find it difficult to talk to someone of the opposite sex unless the girl talks back.. Think of it as a battery, they only clink when two opposite pieces are pushed together.. Talk to him, try to get "in" with him and then you'll see where it goes... Dont make the same mistake I did :D
