There is a man who I usually pass in the morning when I'm out and about, and we sometimes smile at each other. But it doesn't mean anything, at least not for me. I'm just being polite, as I see him most mornings, and I assume he is just being polite and friendly too.Maybe you could try and build this up a little bit, in baby steps? Like, maybe next time you see him, instead of just smiling, you could maybe say "Hello" or "Good morning", or whatever time of day it may be! After a while, maybe you could briefly stop him just to say something about, for example, the weather. I know it might sound a bit silly, but it's just a way of breaking the ice. And if he does like you and would like to get to know you more, it gives him an opportunity to say something to you. Good luck! x

i guess from this question that you like him? he might be shy (hense the staring and smiling) so just play it cool, start up a chat ask him where hes going i.e is he free for coffee? ask for his number?
