This was a complete surprise and very sweet of him definitely, but I didn't think of it as a romantic gesture so much as a friendly thing.Well I was at his house today and I found the receipt from his order - he spent $75 on me for V-day! I'm just sort of wondering now if he maybe has romantic feelings for me. It seems odd that a guy who is just my friend would spend nearly $80 on a Valentine's present for me. But he's never acted like he had feelings for me.Any thoughts?

This guy most certainly has got strong feelings for you. I mean you woulden't spend nearly $80 on someone you diden't have a thing for.
I think this guy is shy, which is why he has not said anyting, so he got the message accross to you by way of $80 worth of flowers. I think it was a really nice gesture.
Why don't you ask him to do something sometime, go for a drink maybe.
Good luck x

He definitely has romantic feelings for you but is too shy to let you know that, hence the reason for the flowers. If you like him then ask him if he wants to go for a drink or to a movie. Mention the flowers again and tell him how pleased you were to receive them.
I'm sure if he sees you warming to him a little bit more he'll take a chance and maybe make the next move.
