I would not. It could have been his sister trying to make trouble or like Honeypie said it might have been him seeing how you react and "testing the waters"

I would let it slide and NOT presume it was from him.
Did his sister write it? I don't really think so, but that doesn't mean he was serious. Could be he was seeing how you would react. If he knows you like/liked him maybe he wants test the waters.
NEVER text someone something as IMPORTANT as a "I love you" unless you have already SAID it in person. It's "easy" enough to say ILY in text and not mean it 100%.
