well, I use public transport, and I see Mister X almost every day, when we both go to work. we look at each other tenderly, but don't dare to say hello. obviously he wants to talk to me but he's too shy...

what should I do? will it be normal for me to take the initiative?

it is such a stupid situation, I need your advice.

Yes, it's perfectly normal. A lot of men are shy nowadays. Failure with a women can damage our overly fragile egos. Why don't you sit by him and say hi and just talk to him a bit. Hopefully he'll at least say hello back and you can move forward.
