He says hes too busy for anything "more" what does this really mean?

Ok so I met this guy several months back and we went on several dates, even traveled together. I felt we really connected and had a blast together. At this time he was just starting a new job and it does take him away for 2 weeks at a time. When we were not together he would text me all the time but then the texts became fewer and fewer. So after awhile i did stop texting him. Then out of the blue not that long ago he started texting me again so I asked him what is going on here, are we just friends now? and he told me that he really likes me and thinks im amazing, and wants more but because hes so busy he feels he cant take more on. He did go on to say that when ever hes around he would still like to hang out. Was this just a nice way of telling me hes not interested in anything more with me? if so why does he still want to talk to me?
