 If this was me I would have to know, he can miss you because he loves you and it's just his way of expressing the way he feels about you, or it could be because he cares for you alot.
I'm not saying you should ask him but if it was me I would have to ask or put them in the situation where you can see their reaction regarding this.

Some people find it hard to say how they feel but that doesn't mean they aren't feeling it, if he didn't love you then he shouldn't be saying it all even if you said it first.
You can miss someone because you love them, like them alot and care for someone but doesn't have to be because you love them.
