We had a rough couple of days where we weren't really getting along and I was feeling terrible about it and it was making me cry. And he said he was sorry and that he shuts off when he feels jealous and his feelings are hurt. (Jealous meaning me not giving him as much time and attention as he would like, not about other guys) And the only reason he feels so strongly is because he's in love with me. And I had so many feelings at once and it was so unexpected, he said 'you don't have to say anything' so I didn't. Now I don't know what to do. I want to say it but I'm so nervous and don't know how to bring it up again.

He sounds clingy. It's easy to say I love you, just say it. Say, remember the other day when you said, etc etc. well....I feel such and such way.
Be careful with this guy. I dated someone like him before, and things did not go smoothly.

There is no wrong why or time to tell him that you love him. Just say it when you feel it. And he doubts it because you didn't say it at first just tell him that you we're over whelmed with so many feeling all at once.
