 He may say that he loves you but I wouldn't really believe it. It sounds like he is lazy when it comes to sex. Masturbating means that all he has to do is please himself and doesn't have to put any extra effort into it.
I think that you should move on and leave him alone with his hand. When you love someone you should be willing to go that extra little bit to make sure that they are happy. There are much better guys out there who will put you first, which is what you deserve.
