He likes you but not enough to make you his girlfriend. Some guys will happily take sex and companionship from someone that they don't want to officially "date", if it's available. He was honest with you up front at least.
If you're not happy with the situation, let him know that, and tell him that you can't go on like this. Instead, you want a relationship. He may not be on the same page as you, but that's life, and I wouldn't expect him to be if he went out with you for a whole year as friends with benefits.
If you want a real relationship, don't settle for anything less.
