Well, today I found out that a so called "loyal friend" went behind my back and asked a girl out I liked. He knew fine well I liked her and it wasn't her who asked him out. He also lied that his ex finished him. What can I do about it? Would telling her he's a liar work?

Thats sh***y. You seem very focused on your hate for him at this point, but any slight on her new boyfriend will only put you in a bad light. He should have been a loyal friend and stayed away, but then again if it wasn't him, trust me it would have been some other guy you would be peeved off with now. You may not have moved quick enough on this one hon, though think she will find out for herself what he is really like. You could still charm her and piss off your friend by acting unfazed by your friends relationship with her and use it as an excuse to get closer to (them) her. Take it easy and this could actually work for you.
