It doesn't matter if it makes you feel good, that's sexual harassment. You're better than that don't give him permission to do that to you.

It probs makes you feel good about yourself because hes giving you attention letting him know that he likes you.
If you don't like this guy, calmly explain to him that you are not his girlfriend and to stop trying to touch you.
If you do like him try and spend more time with him and you never know the relationship could go somewhere.
