Or perhaps when he was younger he felt more pressured into it by his then girlfriends or even by his friends. Maybe he feels more comfortable with you, and thinks that he wouldn't have to do it to keep you happy.
Have you talked to him about this?
Do you give him oral? Maybe he doesn't feel oblidged of you don't give it to him.
