To be honest, us guys can be horrible people :). Crying doesn't mean much. But who know? Maybe in this case he really does love you so much he cried in front of you. If he really does love you he would "show" it more through his actions, not just by crying. Need more background info to make better conclusions. But to answer your question, it depends. You know him better than anyone on the internet since you are his girlfriend so you need to make the judgment on whether or not he really means what he says. Hope this helps
