I think that goes without saying, but he's not very romantic is he? If he cant see you for another 18 days he had plenty of time to arrange a special time for you both and surprise you with a proposal. But if you're happy it's all good. x

It sounds like you have a very healthy relationship - discussing marriage openly and setting forth each of your views. He knows that you want to get married to him, and you know that he wants to get married to you. Congratulations.
The issue of "proposals" is, to my mind, quite outdated. There is no requirement for a man to make a formal proposal to a woman, on bended knee or otherwise, in the old fashioned traditional way, with a nail biting moment; will she or won't she say yes.
That old fashioned way is a crazy approach - the right approach is the one you have taken, the one when you discuss it openly, honestly, rationally, and together.
I would wait for him to arrive, go shopping for the ring, take it home and then have an intimate moment where he puts it on - that is quite romantic enough without you wondering about "whether he has proposed".
