Firstly, the legal age in the U.S. is 18 as you most likely know... Secondly, if there is a condom break you're life is gonna be, to put it bluntly, really screwed up.Thirdly, both of you are still maturing and your hormones are raging. You may want to have sex, but still consider that. So there really are many things that can go wrong if you have sex as a teen. My advice, wait.

 I believe you guys are too young. I lost mine at 13 and I still to this day regret it. You guys are still kids I know you hate to hear that but it's true. Just hold on a bit because you have to consider if something goes wrong, if the rubber breaks then the rest of your life is messed up and I'm sure you don't want that for you or her if you truly love her. good luck and really think about it before you do.

 You don't need to be doing things like this yet, hold off. If you really like each other as much as you say you can both hold in there until your both of your states AOC or older and can take care of yourself financially and emotionally. Right now if she got pregnant you would force your parents to have to deal with the kid.
You guys are just plain to young to have sex, im 18 and have put it off until i feel like that i can take care of the results if I have a kid.
I know how it feels to not do it even when your body is screaming the opposite. Do keep in mind your body can be your worst enemy, it is what makes you sick and have a fever after all. Its not the cold virus that does it.
If you listen to one thing someone dealing with the same stresses as you says, be it this. You shouldn't be worried the whole time you have sex, it should be a happy moment.
