If you're in bed with one and she says it's small, she clearly is angry with you for some reason.
If it's groups of girls, they are telling you it's small because they don't want to hear how big your penis is, they are annoyed and are trying to make you go away.
Best tactic is to stop talking about the size of your penis, which by the way is in the normal range.
