We've exchanged repeated and extended eye contact. I've also noticed her checking me out and smiling to herself.Problem is that she's almost always with this guy. At first I thought he might be her boyfriend but now I don't know for various reasons. She's blatantly checked me out in his presence and he didn't seem to care. He's significantly shorter than her. I haven't seen any PDA. On the other hand I've seen him carry her bag for her. They usually sit together in the library as well. What do you guys think? Is this guy dating her or is he just a friend?Should I make a move on her even if this guy is with her?

Forget making "a move", try chatting to her - then you'll find out more about who she is, if you actually like her or or if she likes you and during the conversation it may come up who this bloke she's hanging around with is.
After all that then you will be in a better position to judge if you should make a move or not.
