As a painter myself, I agree brushes are LOVELY. Good quality ones. (when buying for one-self painters often buy the cheaper ones so getting some REALLY nice ones is a luxury!)
Painting knives are also nice.
Sketch books are always in demand.
Plastic Palette or the wooden Palette.
Actually you could just go on Amazon.com (or something like that) and check out their art supply stuff.
Though, I would generally stay away from buying her paints. Mostly because she might prefer a certain brand and unless you know those preferences, it's easier to go with supplies.
It is like Christmas morning to get new art supplies.

I say get her some good quality brushes. You can never have enough of those. I paint myself btw. Equipment such as brushes is something I could use more of, rather than paper/things to paint on. Simply because everyone else usually gift me that + paint. Id be thrilled with some brushes instead. Or good pencils (not color pencils), as you need them for scetching.

For something artistic that she can gaze on forever more would be an Elms Jigsaw that incorporates a whole lot of things she likes. You could send them some pictures of places and situations and memories that are dear to both of you. Then Elms will craft then into a small jigsaw that they will post to her. Each puzzle is a work of art and unique to the recipient.

Has she tried painting on silk? you need very thin white smooth silk fabric, and the three links below will show you how easy it is.
A frame to hold the silk taut while you paint also helps.

Painting a landscape on silk is even more fluid than painting a water colour landscape.
You could make up a little box with all the things she would need to start painting on silk.
Also you could Google Anna Mason's online vibrant water colour classes. She could try a free class first to see if this style of painting is for your girlfriend.
Anna Mason's botanical prints are amazing and she makes it look easy in her videos.
You could also buy her a book on a particular style of painting.
You could also send her a set of quality paint brushes from small to smaller and smallest for delicate work.
A large sketch book is always welcome for deciding how she wants to paint a painting.
