Yesterday I saw my little brother and one of his best friends, an 8 year old girl, in their play club house completely naked playing a sexual game. I did not confront them the because I was so shocked and scared. What should I do?

I have to laugh a little because I got naked with my childminders daughter when I was eleven. I don't even remember why, but it was all rather innocent.
Maybe he has seen you or maybe he hasn't. He needs talking to about it though.

Kids do this anyway sometimes. It's perfectly normal 'I'll show you mine if you show me yours' behaviour, and don't worry about you being the one at fault for giving your brother ideas- kids with no brothers or sisters get up to it too. As an only child of 7 or 8 in the early 60s, with older parents who had separate beds (I never even saw them kiss once) my similarly-aged friend and his twin sister used to have me watch them 'bump their bums together' and we all would fall over laughing. Nothing else ever happened. Since you say you were careful to be discreet when making love to your boyfriend, maybe he didn't see the two of you, but rather (and I know the thought will be really disturbing) he got the idea when he caught your parents at it. Or maybe his little 'girlfriend' started the whole thing- it wasn't necessarily his idea.
The point is, normal children are curious, and sometimes experiment with this sort of thing simply because they know it's naughty and forbidden. Just like adults, really. Mention it to your parents, and leave it at that. No-one's done anything terribly wrong. It's just life.

You're going to have to tell your parents that you've been sexually active if they don't already know because I can't see where else he would have got it from. Perhaps he got up to come and find you and saw you with her bf or something.
I don't think you're to blame in anyway but just in case I think you need to tell your parents. Although they probably don't understand that is quite serious and it needs to be dealt with and it needs to be explained to them that they can't do that.
