reader, anonymous, writes (17 January 2010): The age at which it retracts varies widely, but it is usually complete by puberty. Some men go through life never fully retracting when erect. There is no "ought". You can still sluice it clean inside if that is the case.
If you have been masturbating by pulling it forward, it may not have expanded sideways enough to pull right back. You can try _gently_ pulling it back (not enough to hurt) instead, and within a few days or weeks it should have loosened enough.
Don't force it so that it gets stuck behind the head, but if that happens immediately push the glans (head) back through it, using oil or lotion as lubricant. If that doesn't work, see a doctor. If the first and only thing he recommends is circumcision, see another.

A foreskin should be quite easy to pull back. If it's not, you may need to see a doctor because it could be that it's too tight.

i was the same at your age. i gradually eased it back carefully over a long period of time so each time a bit more bell end was showing. keep gently doing that.
if you continue having problems, or any questions then i would see a doctor but for now, for me anyway, i wouldn't worry.

Have a bit of a dig round an see what other answers there are.
As I understand it (being a girl) it could well be you need to talk to the doctor. LOADS of guys get this sorted out during their teens. It's just because it's growing.
