 ok so my bff has the same peoblem as you she is 14 rights now and barley has anything she wears a padded bra to make it look like she has breasts but she doesnt. The problem with her is she is a cheerleader,dancer,and gymnast most people who are active in sports all the time since they were little usually dont have huge breasts if any. No breasts is also a positive in some ways they get in the way when u run, jump on the trampoline and other things.
i dont think u have much to worry about some ppl simply dont have bug breasts because of the ancestors. it will take some time everyone grows at a different rate so just relax and be patient you will eventually get some boobs.

 One bonus for a girl with a flatter chest...she usually has a great lil butt!!And that will take you just as far with the boys as a big chest!!the breasts will come in the next couple of years or so!!

 Hey...I'd just like to say that I was a late developer. I was tiny, didn't start my periods untill I was 15 and didn't get boobs till I was 16 going on 17....I am now an 'e' cup!...and 5ft 6.I felt like you and wanted to feel like a woman. It is even harder for teenagers now when bombarded with 'perfect' images of the womens body through the media but have faith...eventually you will look and feel like a woman regardles of breast size and you can be sexy whether you have the chest of petite yet gorgeous Eva Longoria or erm....someone with naturally big boobs who isn't surgically enhanced...cant think of any off the top of my head actually. hmmm Marilyn Monroe...who was a size 14 and stunningly curvy.Good things come to those who wait bunnyx

Look at your family. Are the women on either side of your family flat chested?
Work out which side you most resemble and then ask them when they got their boobs.
You could just be a genetically late bloomer.

hiyah, i know the feeling but evntually you will. i think you keep on growing until your 18 so theres still plenty of time! dont let it wruin you though it can make you quite low if you dont feel good about yourself but these days theres a lot of things out there that make you feel better.(Another alternative until you have grown is a paddedd bra! it should help lol) dont worry!
