Everytime we would get close he would back off and start acting like I'm his little sister! Should I wait for him or just move on?

Firstly, when i met this guy, he said he got an ex who dumped him for his best mate. Then, we chatted a lot and was going quite well. He flirted but in harmless way (totally acceptable).. we're just friends sorta type...but everytime i seem to be get closer, he would pull it off like we're friends and he takes me as little sister etc..(but i caught him sneaking a peek down at my chest when i wore low cut blouse..a brother won't do it!!!) ..but then when i told him my family don't like me talking to him (he's like 9 years older than me with a low-paid job).. he then said he and his gf got new understanding now..but later then, i sent him email telling how much i like to be his real friend..later that..he said he got his heartbroken (i'm not really sure if he got that understanding with his gf or not coz she slept with other guy and he seemed to be so arritated by it)...and he calls me to meet up (not so often) and he would text me wishing me good night and how he worried about me etc..and he would say things like he would never lose contact with me and he could eat up all that i cook for him etc... but everytime i try to get closer,, he would take cover like i'm his little sister,, (but the sound of his voice betray him..don't sound like as innocent)...but when i try to stay away..he would call me and show me that he cares..this is confusing..and he makes sure that we meet regularly (not often) but he would set the date of the next meeting and would call me to make sure that we would meet everytime..I liked him a lot..but now I'm doubting...like i could live without him but when he calls and says he cares..I melts for a while..and when i got my head back..i doubt again like i should wait for him..or just cut loose and move on or just be as it is now..friends with caring and laughing..and not try to step over it...(he's my frist!!!!)
