People can carry the virus that causes genital warts without any warts actually being present, but there is almost no chance of him having any kind of STI if he's never had sex before.

reader, anonymous, writes (6 February 2011): Generally one gets genital warts from having sex with someone who has genital warts - it is like any other STD. If he has not had actual sex, it is also equally possible to get it from other sexual contact, such as grinding against the bare genital area of someone with the disease (especially if they have a breakout during that time). If your boyfriend has not done any of this, how does he know he has genital warts? He can always get a blood test to be sure.Simply put, if your boyfriend does have a confirmed diagnosis of genital warts, then YES - you can contract the disease from him through sexual contact even if he is not having a breakout (though the risk is not as high as when he does have a breakout).
