 Looks like you may need an answer from a male reader.
tennisstar88 is right, (always is amazingly) but may have been a little blunt.
Its nothing to worry about as many people have this very same dream (men and women), I too have had dreams about my girlfriends sister.
So long as you keep your girlfriend your girlfriend, and her sister just her sister your fine.
Its a case of look but don't touch. As you would not only be ruining your relationship, but the relationship between your gf and her sis. And think of how the family would feel.
You need to sit down and weigh up your options if you are serious about her sister, as your choices are as follows:
1: Stay with your girlfriend and try and see her sister more as a friend to alleviate temptation (the option i took)
This way you may realise it is just a physical attraction which is not worth acting upon.
2: Leave your girlfriend and try with her sister (not likely this would work, as who would want their sisters ex?)
3: Or if you are feeling less attracted to you girlfriend and more-so towards her sister, and think you may try cheating, then leave your girlfriend and distance yourself from them all.
I know it is tough, but you just have to remember what sort of guy you are, the last thing you want to do is hurt these two people you care so much about.

Her sister is a no no and if you tried make a move on her, guess what will happen? she will go running to her sister, teling her what a horrible pervert man you are and it be bye to you.
