We have been talking on the phone and texting, though its not every week, its quite often. The thing is at the end of a conversation we usually say "talk to you again" and that was the norm. But last conversation we had two weeks ago he said "talk to you soon" instead does this mean he want to increase the contact? Or was there nothing meant by it? Also he always contacts me. Should I contact him for a change?

Basically I think that they basically mean exactly the same thing, the only difference is that one word has been change. Something along the lines of 'we should talk more' would show that he wanted to increase contact.
However from what you have said it seems like you want to increase contact with him so contacting him for a change might be step in the right direction. It shows that your friendship isn't one sided and also that you are interested. If you are both shy then take one step at time and introduce things gently for example text him a little more and look for common interests that you both have. Best of luck.
