If he spoke to you then you can speak back. But please don't see this as a sign he likes you or anything like that.
We say Happy New Year to everyone, it doesn't mean anything.
If you are still not over him and it sounds like you are not then I would advise not speaking to him. Speak to some one else instead every time you get the urge.
Keep trying to get over him.
