Look at it sideways in the mirror - it'll look larger than from above. If you must measure it, measure on the underneath which will give you at least an extra inch on the tape.

I never noticed when my penis stopped growing. This is the first time I hear this concern. It seems to me that this is good ol' "does size matter?" in disguise. This sounds like a young man who thinks his penis is small and hopes it will keep growing.
The best advice I ever heard on this issue was in a magazine, and came from a man who didn't seem to have a reason to give the young asker "reassurance" about this. The writer wrote, in its entirety: "whatever you got, that's all you got, forever; learn to use it well".
