 Sad but true : when people do not call, it's not because they make complicated reasonings about the future of their couple- it's simply because they don't bother. And they don't bother because they don't care enough. If they do care, contact happens naturally without the need for pushing and prodding.
That's maybe a sobering discovery, but one that , done in time, will spare you trouble and heartbreak in future.

There really is little point in being with a guy who doesn't bother calling you, even when you ask. You might want to be with him, but maybe he doesn't want to be with you as much.
Please don't set yourself up for a life of settling for less than average guys. If he doesn't call even when he says he will, then he's already proved he's not ready for a relationship.
You could try talking to him again, and telling him you'd like him to call more. But if nothing changes, then it would be better to move on.
