Ok, first the online thing; some people dont talk alot online. I am like you, I find it really irriatating but some people just come online, sign in and do other things. I would not read too much into that.
You say you think he flirted, what did he do or say that made you think that way? It sounds likely that the hugs could be a friendship thing if he does them to your friend too. Maybe you should test the water with your friend, maybe ask her what she thinks of him subtly and see where it gets you. At least that way you will know if she is interested.
Maybe you could find out from somebody else (trustworthy so they wont tell him) if he maybe interested? Hope that helps.
