No, it doesn't mean you're meant for each other.
It probably means that it's winter time, the humidity is low, and one of you is wearing a combination of dissimilar fabrics - like a wool sweater with a nylon-lined jacket - that builds up a little static electricity charge.
(I rather enjoy looking for opportunities when I'm dressed like that. I get all the static electricity I can manage, then approach my wife for a kiss - and zap her on the nose or earlobe. She always jumps back, and I ask her if that means I'm repulsive. Of course, she SAYS she still loves me but it gives me an excuse to make her "prove" it.)

Well to be honest honey, no it doesnt mean you are meant for each other.
You probably really really like this boy and you both have something good but if its meant to be you will have to share more than just a kiss to find out.
