Like Auntie SVC mentions ovulation is the key, NOT menstruation. Ovulation is the time the egg is in "transit" and the time best suited for fertilization.
So PURELY speaking from the biological aspect, that IS the time the brain is telling the body to mate.
During the period however, the unfertilized egg is being expelled and the brain is no longer in "baby-making mode".
And as Auntie Cindy points out, it's NOT a case of one size fits all.
Personally, I have never felt a huge fluctuation of hormones til AFTER I was done having kids. And that wasn't about being sexy, it was being moody. I actually found I was more "unstable" around ovulation than the rest of the month, easier to tears, anger frustration, elation. Those days required more "self-control" than the rest.
I think biology DOES have an influence, but... there is always self-control and self-awareness.
Is there anything wrong in dressing a little sexier here and there? No. If you are comfortable with it and you don't end up at risk - because let's face it rape is still a thing on this planet and more often than not, the woman are still "blamed" for the situation.

reader, anonymous, writes (10 June 2016): When I am ovulating, watch out! Lol I feel like having sex all the time and it is never enough. I also LOOK my absolute best and feel sexiest. My BF tells me that I just exude sex appeal during that window of ovulation every month. And nature designed it that way, apparently. Women feel horniest and look hottest during the time they ovulate. Hence, wanting to have sex with a man in order to be impregnanted. It all has a purpose.
I must also point out that personally for me, I also get horniest in the days leading up to my period and during my period. Not sure why? It has always been this way.
And I am in my mid 40s and I have never been on any form of birth control pills ever in my life.

Apparently it's not true, they don't.
All studies,but one, about this ( correlation between libido peaks and menstrual phases ) show that there's a libido peak at mid-cycle, at ovulation time. During periods is when they fell less sexy.
The one study not showing this result is from Australia ( who knows... maybe " down under they " do everything upside down ?! :) and shows no remarkable fluctuations along the cycle. Go figure.
So why do you feel sexier at those times ? ... Ah well, it's not just the hormons that influence libido, there are so many variables.
Women who are not on the pill experiment sharper libido peaks , those on the pill are more constant.
Single women have sharper peaks than women in a steady relationships.
Add weather , diet, sports, work related stress , and whatnot- eventually it ends up that everyone of us may feel hornier and sexier at any individual time .

No, I have a high sex drive regardless of my period or not. Actually when I have a period, if it comes with cramps I feel less sexy and usually for those days I am extra concern about my hygiene.

HOWEVER,
It is part of evolution that women are more sexually attuned around ovulation as a way to keep the species going.
