She would literally turn around to small talk with me everyday. That class has ended so i grabbed her number. Ive initiated contact with her twice and she responded (barely) once. What coulda happened? I thought she might have had a thing for me but i was sure we were atleast friends. Do i try to contact her one more time?

OP even if you're not, you have to act like you're sure. The easiest way to get a girl is to be confident, self assured and assertive. Just do it, if she refuses and/or rejects you then at least you can say you tried and you'll have closure. There are no bad consequences to just getting it done.
Nothing says "I want you" than having the balls to just ask a girl out.

IF you make a pointed effort to contact her... I predict that she will view you as "desparate"..... and, her past behaviour indicates that that would turn her off....
INSTEAD, can you arrange to "run in" to her somewhere around campus? THAT would be a more "natural" way to encounter her... AND open conversation.. AND (most importantly) not appear as if you are working hard to make contact with her.....
Give it a try....
