I'm not quite sure what necking is, but if you refer to making out with clothes on top, I must confess I have done it.
I've been with my girlfriend for about 5 years, and for about 2 years we did all sort of nasty/sexy stuff with our clothes on. We were afraid of going into full blown sex. I must confess I loved those days, and those feelings.
