Psychologically it's amazing. He's getting uninterrupted time with a part of you that is generally off-limits. The high from that alone is hard to describe.
If you like it, then he's doing something for you that is special and appreciated. Again, an incredible high. There's nothing that builds the ego like making a girl very happy.
And then there's pheremones. If things are going well, he's almost drowning in pheremones. Even if you don't reciprocate at the time, he's going to go home with some memories (and special smells) that will make him an incredibly happy camper.
For the *almost* part:
If he's young and new to it, there might be things he can't get past (that probably wouldn't phase him if he's older and more experienced). You should bathe that day, for starters. And if you think you might have a yeast infection then that's not the time for him to have a first go. And for his first time it's better that it not be too close to your period.
Otherwise, as long as you're comfortable, go to town.

The answer is yes. Most guys actually love to do oral on girls. There are some that don't but judging by his willingness to do it first I would guess that he wants to. My advice is be sure you are really kept up, *down there* so he will not have any reason not to like it. As far as going down on him, ask him what feels good. Remember you can use your hands too.
