 Trying too hard is too close to being a nuisance. Trying hard is also hard on you. If you're doing your best and she won't respond, find someone else.

be her friend, dont try too hard. be honest and i think telling her your feelings for her would be good just make sure you tell her in a relaxed way, not too relaxed though. its just risky telling her if youre both good friends.
if you dont tell her you might regret it and think "what if".
