 Probably just saying it. No way of knowing, really, as the intent behind a few words on a text message can be mistaken. It would be clearer if he were actively chasing you down and trying to contact you first.
I wouldn't get your hopes up.

 Well he has made it clear that he does not want a relationship, so really there is no point in you carrying on being with him if it is not going to become anything. Because to me it sounds like you want something more secure and stable and you are right to want this. He may miss you yes but that does not mean he has changed his mind and that he wants you as his girlfriend, because he has made it clear that he doesn't want that, so if this is what you want my advice would be to move on.
