The other night we were at a mutual friend's party and we started talking, and the next day he sent me a picture of us that someone took (over text). We started talking about how awful he looked (he was quite drunk)and then he preceded to say 'well at least one of us in the photo looks nice'. At first, I didn't think anything of it, but a friend saw the message and pointed out that if he didn't mean anything by it he would have worded it differently, like 'at least one of us is smiling' (because I was but he looked a bit blank!) We've always got on quite well, and I've always quite liked him though I don't think I've ever made that obvious? Thoughts?

It's a sweet compliment! At the very least he finds you attractive. I would continue to hang out with him and see if you can pick up more of a vibe from him. It's hard to know from a single comment. But if you like him and you guys get along, there's a chance of it possibly going somewhere.
Thread carefully and collect more clues!

He's saying you're attractive.
Ask him out, see what happens.
