Maybe he did give you the wrong number on purpose. Maybe he doesn't have a phone? Or maybe he didn't remember it correctly. It's impossible to know.

I think it would be a bit daft of him to give you a fake number as you both live in the same place, and he knows he is going to be frequently seeing you.
Being that you both live close to each other you are going to be bumping into him again for sure. Just ask him if he received your text and see what he says. Maybe he wrote it down wrong, maybe he is just a late responder, who knows, ask him.
