Contact the licensing office. Having had an accident doesn't permanently stop people from getting a license.

I have to wonder what you are worried and concerned about? Her safety? Other peoples safety? Or that she won't be able to get a license? I'm not sure about if she can legally or not (though I'm sure she still can) and I don't know the situation of the accident, but I've known people who once got into an accident and have become better drivers because of it. You have to put into consideration that she only has a permit which means she is learning and she still has to pass the drivers test.
