There is a huge amount of work being done to try to combat bullying. But perhaps it is not yet filtering down to the school level.Bullying is terrible. But there are many people in many countries who do want to combat bullying.Perhaps some of the ideas contained in the following links could give you some good ideas on what to include in a school based conference on bullying.There may even be some speakers who, if available and if willing to volunteer (for free) their speaking skills help be the draw-cards to get more students and more teachers to attend the conference?Here are the links below. I think it is good to try and do something! And you will help others when you take a stance. How about contacting the local newspaper and tell them of your plans? Then people who want to help can contact you.

Get your parents involved and get your school involved. Try to think of a plan of how you want this conference to be. Will people hold speeches, how many people will come, what should go on at the conference, and then investigate possible arenas. Get in touch with your community, what other organizations do you have around where you live who work on things like this? Get in touch with them. Talk to the local church too.
Just get people involved, gather a small team to help you plan and organize.

This is their area of expertise and they'll be able to give you all the tools necessary to set this up. if your school doesn't have one of those then speak to the deputy principle or even one of your more friendly open minded teachers after class.
I recently helped a student in my school with a project she was doing on the dangers of fad dieting, we did collaborated over Google Drive so it was very easy for me to check her work and send her on sources.
OP this is what we teachers are there for, go talk to one of us. And believe it or not this is the kind of thing we love doing.
