Seems like he is doing the RIGHT thing in waiting for you to turn 18.
Does it mean it will work out for you two? That is hard to say. Military life is not for everyone and keeping a relationship going while one partner is sent all over the place can make it hard.
Stay friends and respect his viewpoint. Who knows he might be a "keeper".

Well he sounds like a true gent by waiting until you're 18 before he wants to move things forward (I'm assuming that's the legal age of consent in your state). So that's a good sign right off the bat, I don't see why this is complicated though? lol
Just be friends until you're 18, then see where it goes.
