have you tried to contact him or are you just waiting to him to make the first move? if you have not tried to call him, then maybe you should coz he may be thinking you are not interested in him (although its a little silly to stop contact just coz one person feels it is up to the other one to call)
however if you have tried to contact him and he is actively ignoring you (not answering calls, not replyng to messages) then i think you can safely assume he has moved on but does not have the manners to tell you
