It depends on the STD, genital warts or crabs can be passed with either the organs or the skin surrounding touching the partner's.

reader, anonymous, writes (20 February 2009): Condoms are the best barrier yet invented for the prevention of sexually transmitted diseases. Nothing is 100% safe though, as condoms are known to split, albeit rarely. Infections can also be passed from mouth to mouth.
Sex can be a hazardous business these days. Promiscuity breeds STD's, so it's best not to be promiscuous. Life was much simpler in the 1970's, when the worst thing you could catch was syphilis. I'm glad I lived through my youth in the 1960's and 70's. I'd be fearful of behaving the same way now.
