 Yes if he gets near your vagina and releases a bit of semen - pre cum - it is possible. Im 40 and have only been with one bloke that had pre cum so i dont know if its that common??? Just take care and dont put yourelf in a position where you could get pregnant without taking precautions first x x x x Like peppersalt says there are other things you could catch too

 To answer that, it would be important to define what « foreplay » is.
A) How do you get pregnant?
A woman gets pregnant when a man’s sperm (which are cells swimming in a man’s sexual fluids) makes its way from his testicles to her egg.
So what are the ways that this can happen? Sperm is released during sexual arousal as pre-cum (clear transparent fluid) and moistens the head of the man’s penis. It is possible for this pre-ejaculatory fluid to contain sperm if the man has ejaculated recently and this should not be ignored. Subsequently during the man’s climax, sperm is ejaculated and projected out and away from the penis (white opaque fluid).
If sperm from either of these sources manages to survive its challenging journey towards a woman’s egg and succeeds, pregnancy will occur. Intended or not, this is the only condition that must be met for pregnancy to occur.
B) How does foreplay affect this?
Any foreplay that puts a man’s sexual fluid in contact with a woman’s sexual fluid creates the possibility of pregnancy occurring. More intimate actions increase this possibility. Examples:
Direct contact - Kissing while naked with his bare penis touching your bare vagina.
Indirect contact – Touching your partner’s fluids and then inadvertently touching your fluid engorged area with the same body part.
While in some of these instants the probability of getting pregnant is very low it is always best to be aware of how pregnancy occurs. A condom remains the best barrier to preventing a man’s sexual fluids from coming into contact with a female’s sexual fluids. It must be applied correctly (Pinch the top to leave a little room and roll it ALL THE WAY down) and this must be done on an erect penis.
It’s always best to talk to your partner about your interests and concerns some that you both feel understood. When both partners are comfortable, relaxed and at ease, share an intimate moment is all the more pleasurable. It’s hard to have fun when you’re stress, worried or nervous. Don’t be afraid to control the tempo and slow things down if they are going to fast. Rushing is pointless if one of the partners isn’t 100% there.

There's a minute technical chance that you could get pregnant if a guy puts anything (fingers) inside you that has fresh semen or 'pre-cum' on, but honestly that's really rare. Otherwise, you're pretty safe.
But you can still catch STDs from things other than full intercourse.
