If it is possible and does happen I'm really only worried about family finding out. Is there a way that cousin's can be "sex friends" or should I just stick to masturbating and fantasies about her?

Talk to her about relationships and see where she is standing right now... that leads to flirting and yea, just like a normal girl.
My personal opinion on this though is you should stand back on this. Being "sex friends" with her will turn out badly when you have to see each other at family reunions in 20 years.

I realize that I pretty much answered my own question but I still want to know if there's a chance. Now to answer this last question she is a 1st cousin.
Now for the next obvious question. What's the best way to tell if she is interested without it getting weird if she doesn't think the same way?

Like you have been told, google cousin relationships and see what the legal repercussions will be. Also though, I beg of you not to make a move towards your cousin unless she has an interest as well. If you come right out and tell her now and she doesn't feel the same, you could be labeled "the weird one" in the family. Tread lightly.

The only country in the western world that has restrictions is the US. Everywhere else, it's legal and is not incest in any way shape or form.
