Most definately. Diabetes Mellitus whether under good controll or not can lead to serious medical complications over one's life time from neurological, to renal, to vascular, to occular as well as other manifestations involving the digestive system and the skin. Excess blood suger in absence of or inadaquate amounts of insulin turns into an acid in the blood which damages nerves and blood vessels. The penis must have both good blood flow and good neurological function to work. Many diabetic men either have some degree of erectile dysfunction and even impotence and they don't have to be elderly to suffer these maladies. Viagra and Cialis doesn't always work for diabetic males since adaquate blood flow is required so the degree of damage determines the effectivness in each individual patient. In the US, diabetic men who experience organic impotence because of nerve and vascular damage qualify for penile pumps, penile injections as well as penile implants if they are otherwise healthy enough for sex and are able to undergo surgery. But, these messures don't necessarily restore feeling and full functioning for the male but provides them alternatives so they can maintain intimate sexual relationships with their partners. As for prostatic hyperplasia, that too can effect not only his sexual function but his urinary function as well.
