 "i ask him by text if he wants to kiss me" - Why? Are you long-distance or what ? Meet up more often, if you have the chance ! There are people who find it difficult to talk about this kind of stuff over the phone (or internet) and apparently your boyfriend is one of them. I don't blame him though, he's probably taking seriously this relationship, so he'd probably prefer to kiss you IN PERSON.
