 he may like you but he has a gf so until he has ended it with his GF I would deem him off limits.

Just because i guy has a girlfriend it doesnt mean he cant have feelings for someone else.
On the other hand he may just zone out on you a
lot ahah. Or you could both be looking at each other at the wrong time! Make sure it is him making eye contact with you first and not you at him. Because it may come across as you liking him. I do this ALL the time :)
The best way to find out if he does like you is get to know him and see what his behavior is like around you.
